RDB regulates gambling through the NLGC. Its 2025 directive says Law 58/2011, the 2013 licensing order and 2023 administrative sanctions remain in force while a new framework is developed.

How to check a licence

Record the exact domain and company in the terms.
Identify the category: sports betting, online casino or land-based casino.
Ask RDB/NLGC to confirm status and scope.
Do not treat a foreign licence as Rwanda authorisation.
